Indian citizen shot by BSF, dead body is lying at Rajshahi Hospital from 12 April

Name of the victim: -

(1) Alamgir Seikh (deceased), son of Mr. Beraj Seikh aged about-28 years, by faith-

Muslim, by profession- agricultural worker, resided at village-Char Basgara, Police Station-Raninagar, District- Murshidabad, West Bengal, India.

Name of the Perpetrators: - The on-duty 15 to 16 Border Security Force jawans posted on 11.04.2011 at Out-Post no-V and VI under Harudanga BSF Company Head Quarters, under Battalion No.- 91, Police Station- Raninagar, District-Murshidabad, West Bengal.

Time and Date of incident: - On 11.04.2011 at about 11 pm.

Place of incident: - In between the BSF Out-Post no. V and VI under Harudanga BSF Company Head Quarters, near Kuthibari BSF Mini Camp, Police Station-Raninagar, District-Murshidabad

Case Details:-

It is revealed during our fact finding that the victim Mr. Alamgir Seikh was an agricultural worker living below the poverty line without any corporeal property of his own with his wife Rubina Bibi and two children Masum Seikh (aged about 5 years) and Akkas Seikh ( aged about 3 years) in the vicinity of the Indo-Bangladesh bordering area.

On 11.04.2011 at about 10pm the victim went to his farming land to guard the crops. In the meantime some smugglers assembled with some cattle with intention to smuggle cattle near Char Kuthibari B.S.F. mini camp under Harudanga Company Head Quarters BSF Out-Post no-V and VI. Soon the BSF jawans of camp V and VI noticed the smugglers and ran after them. The BSF jawans apprehended the victim suspecting him among the smugglers along with two other smugglers. They started to beat one smuggler with their rifle butts and rods while detaining all of them in their custody ruthlessly with definite intention to kill the said smuggler. Then the BSF jawans went close to the other smuggler with a definite intention to assault him. However, the victim went near to the BSF jawans and tried to stop them to commit torture upon the smugglers. But the perpetrators mimmediately without sounding any alarm fired on him by their service rifles. Then the jawans left the body of Mr. Alamgir Seikh sensing him dead. After that some relatives of the victim got news of the incident and they appeared in the place of occurrence. They were feared of again being tortured in the hands of BSF and in order to save the life of the victim, they sneaked into Bangladesh territory and with the assistance of some people they admitted him at Rajshahi Medical College & Hospital, Bangladesh at about 1am on 12.04.2011where he was declared dead at about 3 am on 12.04.2011.

On 12.04.2011 Mr. Sadek Ali, son of Rahman Seikh, one of the relatives of the victim submitted one written complaint before the Officer-in-Charge of Raninagar Police Station wherein he brought allegation that the victim was killed as a result of firing by the perpetrator BSF jawans. However no step has been taken by the police according to the complaint. Then on 15.04.2011 Mr. Beraj Seikh, the father of the victim again went to Raninagar Police Station, but the police compelled him to lodge missing information of the victim on condition of taking action. Only then the said written complaint was registered as G.D.E. being Raninagar Police Station GDE no. 728/11 dated 15.04.2011.

On 15.04.2011 Mr. Beraj Seikh the father of the victim sent application through fax to Deputy High Commissioner of Bangladesh at Kolkata to get back the body of the victim. But still there is no action from the said authority concerned. Another complaint was lodged by the wife of the victim, i.e. Ms. Rubina Bibi on 18.04.2011 to the Superintendent of Police, Murshidabad detailing the incident with prayer to take urgent step to bring back the body of her deceased husband from Bangladesh. The family members of the victim nowadays are under mental trauma as they were unable to see the body of the victim for the last time. They are deprived of performing the last rituals of the victim.
